The Department of Energy is seeking flat funding for its clean coal R&D programs in Fiscal Year 2011, requesting $403.85 million, down slightly from the $404 million appropriated in FY 2010. The funding level, though, is deceptively low, given the more than $3 billion for carbon capture and sequestration in the last year's American Recovery and Reinvestment Act. In a briefing with reporters today, Secretary of Energy Steven Chu said programs like the Clean Coal Power Initiative-a cost-sharing program to demonstrate advanced coal-fired power generation on the commercial scale-will not see funding proposals because "more than adequate funding" is provided by the Recovery Act. CCPI also relied exclusively on the ARRA in FY 2010.
