The World Customs Organization (WCO), an intergovernmental organization located in Brussels, Belgium, is well known for its Customs standard-setting role, as well as administering the Harmonized System for tariff classification and the World Trade Organization's (WTO) Valuation and Rules of Origin Agreements. The WCO is also known for its work in compliance and trade facilitation as well as delivering capacity building to assist Customs administrations with reform and modernization. Each of these roles requires important policy making decisions. As with other policy endeavours, comprehensive research and analysis, knowledge and education, are critical to ensure that these policy decisions are well informed and executed.
