Water prices are too high in large cities, concludes the French consumer magazine Que Choisir. The consumer association that publishes the magazine sought to calculate the cost of collecting and treating water, controlling quality, stocking, distributing, collecting waste, and treating it, municipality by municipality. Despite a continuing debate about the prices charged by the water companies - Que Choisir has itself been complaining since 1995 - bills presented to clients continued to lack clarity. As regional public auditors have also observed, the accounts published by the water companies lacked clarity, did not conform to any particular accounting standards and made no attempt to reconcile forecasts with actual performance. The authors conceded that the cost of providing water could not be the same everywhere. There was little scope for economies of scale in rural areas, whereas there were substantial opportunities in major cities.
