Officials in Rockland, northwest of New York City, may spend $22.2 million on sewer treatment plant improvements, pump stations and increased sewer-line capacity, part of a strategy to deal with numerous problems that last year led New York State environmental officials to levy a $15,000 fine. Also proposed is a plan to create a sewer district and restructure the way property owners pay for the sewer service. Much of the town's 200 miles of sewer lines, 43 pumping stations and wastewater treatment plant is beyond its life expectancy and needs to be renovated, Ronald C. Delo, director of the town's Department of Environmental Management, told a local newspaper. Included in the proposal is a sewer district that would include villages within the town; $5.6 million in improvements to the sewer plant; $8.7 million for pump stations; and $7.9 to increase sewer-line capacity. The town also is proposing a fee system based on both sewer use and assessed property value. The current system is based solely on property value. Under the proposed plan, a one-family house assessed at $185,000 would pay about $250 a year, around $10 more than at present. Officials will hold a public hearing on the proposal in the coming weeks.
