German-owned RWE Thames Water appears to have escaped the imposition of a fine from Ofwat following its failure to reduce leakage by the amount stipulated by the regulator for the third year running. It missed its target of 905 million liters of water (Ml/day) a day by just 10 million liters, leading Ofwat to desist from exercising its statutory powers to fine the company up to 10% of its annual turnover for missing its target this year. The regulator has set Thames a further target of reducing leakage to a level of 725 Ml/d by 2009-10 and the company must produce quarterly reports in order that Ofwat can monitor its progress.
