Two of the world's most publicized desalination projects have once again demonstrated that while agreements may be made concerning the price of water to be delivered from a plant, calculating the true cost of actually producing that water remains an arcane art. At the formal opening of Israel's new plant at Ashkelon -billed as the largest reverse osmosis desalination plant in the world - the cost of producing a cubic meter of desalinated water was put at 60 US cents, but with Israeli officials still citing a water delivery price of 52.7 cents per cubic meter. In Tampa Bay, Florida, there's been a disclosure that when the plant is finally up and running in 2006, several years behind schedule, it may not be required to produce water at anything like its nominal 25-28 million gallons a day capacity - and this, in turn, raises questions concerning what the true cost of the facility's water will be - at least compared to its supposed cost of $1.67 per thousand US gallons (or 45 US cents per cubic meter).
