Israel's withdrawal from the Gaza Strip leaves the Palestinians free to manage the water affairs of what is perhaps the world's most resource-constrained water management area. The Palestinians in Gaza are pinning their hopes for development on a desalination plant and regional water carrier - twin projects intended to ease the crisis whereby the overcrowded strip, in which some 1.2-1.4 million people are crammed into an area of just 400 square kilometres - are currently reliant on daily water supplies that are reckoned to be just half the World Health Organisation's recommended minimum level.
