摘要

Moving water around the world holds a fascination for entrepreneurs and governments alike. The fact that it's heavy, and requires vast amounts of energy in order to be pumped uphill never seems to hold back these dreamers. The last thirty years or so have seen some remarkable pipedreams hit the headlines, only to sink into obscurity once more when the full political and economic implications begin to emerge. Back in the 1980s the then prime minister of Turkey, Turgat Ozal, who had trained as an engineer, was much taken with the idea of a Peace Pipeline stretching from the mountains of Turkey down to the deserts of Saudi Arabia. The plan was to take river water through Syria, Jordan, and Saudi Arabia to the Gulf. Two massive pipelines would supply water - one to Jordanian and Syrian cities, and the other to Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE. The cost was estimated by Brown & Root at $20 billion. Endless talks were held. There was even a suggestion that a spur might turn south to supply Israel with water - a true Peace Pipeline. Turgat Ozal died, tempers frayed again in the Middle East, the Gulf States lost interest and put away their wallets and the Peace Pipeline plans were put back in the box.
