Serbian officials found about 100 tons of toxic waste in a rural area last month, continuing a string of disturbing discoveries of industrial refuse across the country. Environmental and health consequences abound, as officials fear many unsafe toxic waste caches exist around the country, the result of decades of lax enforcement, corruption and economic decline.
