When U.S. EPA regulators set limits on benzene content in gasoline in 2007, they predicted thernnew rule would eventually cut emissions of the toxic chemical by 20,000 tons per year.rnA decade later, however, the agency needs to do more to make sure refiners and importers arernmeeting those standards, EPA Inspector General Arthur Elkins said in a report released thisrnmorning.
