FLINT, Mich. -- The demands are all familiar at this point: Replace this struggling city's aging pipes to stem the tide of lead contamination. Repay some 100,000 residents' utility bills for a two-year period when water supplies were undrinkable and, at times, outright unusable. Provide long-term monitoring and medical care to children who have suffered lead poisoning.
