Private homeowners can be a stumbling block to ridding cities of toxic lead pipes, a panel of water utility executives said yesterday. Since the middle of the century, water utilities have looked to replace the lead service lines that run from the water main to a home's plumbing system. But while these efforts are usually successful on public property, utilities can face trouble when dealing with the portion of the service line on private property. Past that line, it becomes the homeowner's responsibility -- and many don't see the point of removing them.
