Transportation programs benefited from appropriations delays, with the fiscal 2016 omnibus spending deal announced overnight increasing funding for highway and transit programs over earlier congressional proposals. But funding for high-speed rail, once a top priority of the Obama administration, took another hit. The $1.15 trillion package unveiled early this morning includes $57.6 billion in spending for transportation, housing and urban development (THUD) programs. That's roughly $2 billion more than the $55.65 billion stand-alone THUD appropriations bill that senators were close to passing in November until proceedings broke down during floor debate.
