The chairman of the Utah Transportation Commission resigned last week as scrutiny intensifies on his role in winning a $53 million loan to ship coal to Asia via a California export terminal. After seven years leading the panel, Jeffrey Holt announced his resignation, effective immediately, at the end of last week's commission meeting. The Utah native said the Bank of Montreal, where he works as an investment banker, was transferring him to New York. Holt repeatedly declined requests for comment, but his announcement closely followed the release of documents detailing his role in helping secure a massive public loan to invest in a controversial export terminal in the San Francisco Bay (E&ENews PM, Nov. 2).
