Rep. Cynthia Lummis (R-Wyo.) late last Friday reintroduced a bill to promote recreational paddling opportunities in Yellowstone and Grand Teton national parks, a move praised by backcountry rafters but criticized by a national conservation group. Lummis' bill would require that the National Park Service within three years issue new regulations opening streams and rivers in the parks to "hand-propelled vessels," provided that adequate funding for such regulations is available. Upon issuance of those regulations, the parks would abolish regulations imposed beginning in the 1950s that limited floating on park waters to ease fishing pressure.
