A host of federal agencies is putting the finishing touches on comments related to the State Department's review of the Keystone XL oil pipeline from Canada. Letters from U.S. EPA, the Department of Energy and the Interior Department, among others, will help Secretary of State John Kerry determine whether KXL is in the national interest. When or if all the letters become public remains unclear. "The Department of State is treating the agencies' replies as part of an internal interagency process," a spokeswoman said this morning.
