President Obama is hoping to bring some fresh blood to U.S. EPA, where staffing levels have slumped to their lowest levels since 1989. The White House has asked Congress to pay for 15,373 full-time EPA staffers in fiscal 2016. The boost would be a modest increase over this year's staffing level - 38 more employees than the 15,335 now at the agency - but an uptick would mark the first bump in EPA employees since a staffing slide began in 2012.
