Rail companies are hoping to derail a California state law that they say is encroaching on the regulatory domain of the federal government. The railroad industry, including the Association of American Railroads, Union Pacific Railroad and BNSF, is arguing a California law enacted last year requiring companies to develop oil spill response plans is already covered by the Federal Rail Safety Act.
