A California chief administrative law judge has recommended that Uber suspend operations in the state and pay a $7.3 million fine for failing to conform with state laws meant to protect passengers. For months, Uber has refused to provide the California Public Utilities Commission with data about how many rides had been requested by people with disabilities or service animals and how many of those requests were fulfilled, as well as information about from where rides were requested. Such reporting is required by the 2013 law that legalized ride- hailing firms in order to ensure rides are provided fairly.
