The Washington State Department of Ecology yesterday said it will conduct an extensive review of what could become North America's largest coal export terminal. The state's environmental impact statement process for Ambre Energy Ltd. and Arch Coal Inc.'s Millennium Bulk Terminals project, to be conducted along with Cowlitz County, will assess a number of potential effects of coal exports, from more train traffic to increased greenhouse gas emissions. State and county leaders yesterday said the review would include a "standard list of topics" for scrutiny, pursuant to the State Environmental Policy Act. More than 200,000 public comments, they said, helped pick the variables.
