Louisiana officials said negotiations with the Army Corps of Engineers have reached an "impasse" and sued the federal agency to ensure it covers the entire $3 billion price tag of restoring wetlands destroyed during maintenance and operation of the shuttered Mississippi River-Gulf Outlet navigation channel. The corps signed off on a $2.9 billion plan in 2012 to restore wetlands and cypress forests bordering St. Bernard Parish and New Orleans that were destroyed as the so-called MR-GO channel, authorized in 1965 to be 500 feet wide, gradually eroded out to more than 2,500 feet.
