From 1993 to 2008, the number of ground water-supplied community water systems decreased by 3614, or 8.2%. Community water systems are public water systems that serve 25 or more persons year-round in their residences. Because of the passage of the 1996 Safe Drinking Water Act Amendments, which had as one of its themes "system capacity" to operate with adequate technical, financial, and managerial capability, systems have merged to obtain this capacity.rnAs Table 1 shows, 345 fewer ground water-supplied community water systems served 2,510,948 fewer persons from 2007 to 2008. The smallest system size category (serving 25 to 500 persons) had the largest decreasernin number of systems.
