Politische Risikoimplikationen Der Blick auf die politische Landkarte der letzten Jahre offenbart einen traurigen Rekord: Seit 1945 hat es innerhalb eines Kalenderjahres noch nie so viele Konflikte gegeben wie 2011, nämlich insgesamt 388. Davon waren 20 Kriege (im Jahr 2010 verzeichneten wir noch sechs Kriege), 18 höchst gewaltvolle Konflikte, 148 gewaltvolle Krisen und 202 Auseinandersetzungen mit geringfügiger Gewaltausübung. Dieser Krisen- und Konfliktbogen reicht über den gesamten Globus (siehe Grafik oben).%The deployment of private military and security companies (PMSCs) on board merchant ships has proven to be the most efficient instrument among all security measures to avoid piracy and armed robbery attacks. But to this day neither insurance providers nor shipping companies or charterers have adequate instruments to assess the quality of PMSCs.rnCurrently there are approximately 250 PMSCs operationally active around the globe, but there is no independent body offering any verification on the professionalism and competence of the companies or on the privately contracted armed security personnel (PCASP) involved. Shipowners need appropriate tools to select PMSCs to help permanently maintain high quality standards whilst working cost-efficiently at the same time. Quality and cost efficiency is obtained e.g. by the implementation of the MRQ certification & auditing tool as an integrated quality management process, to assess the quality of PMSCs, and to verify the performance of the PCASP in action on board. The quality management instrument is based upon the interdisciplinary knowledge of an expert platform MRQ has established including leading universities, private diagnoses institutes, governmental bodies, tactical instructors, former team leaders and maritime and nautical experts.
