The federal government has had proposed changes to the federal PCB regulatory regime on the table now for several years. These proposals include amendments to the storage of PCB Material Regulations and a new Regulation on Polychlorinated Biphenyls (PCBs) that would repeal the existing Chlorobiphenyls Regulations. Released in November 2002, these proposals were the subject of an extensive public consultation period in the months that followed. The new regulations would significantly change the requirements for the storage of PCBs as well as the use of certain PCB equipment. The goal of the federal plan is an eventual virtual elimination of PCBs in Canada, both in storage and in use. While the new federal regulatory regime was initially proposed to come into force at the end of 2003, the timetable for revising the PCB regulations has been pushed back. Industry will now have to wait until sometime in 2004, at the earliest, for the release of revised drafts of the new regulations to get a clearer sense of the future federal PCB requirements.
