Across the OECD, countries, regions and higher education institutions (HEIs) are discovering each other. More and more partnerships are being established based on a growing appreciation of shared interests. This paper explores the drivers behind such engagement, from both HEI and regional development perspectives, the barriers to effective working and how these barriers are being addressed in practice in a variety of regional and national contexts. The paper concludes with suggestions as to how capacity for joint working between HEIs and regions can be enhanced through generic changes in policy and practice at the institutional, regional and national level. nBy John Goddard and Jaana Puukka

The collaborations analysed span academia, civil society and government, from the grassroots to the national and global levels. By locating these examples within the broader debates on interactions between researchers and research users designed to strengthen evidence informed decision making, this publication offers concepts and practices to inform those funding, designing and undertaking development research. The featured case studies are explored through the perspectives of both researchers and their partners in civil society and policy. They are predominantly taken from a diverse portfolio of research projects funded through the UK’s Economic and Social Research Council (ESRC) and the Department for International Development (DFID) Strategic Partnership.
