In these difficult times, it is often very easy to give in to pessimism. At the moment, for the highways sector, despite some positive announcements from the UK Government in relation to future investments, underlying economic data does not make for pleasant reading. In March 2020 as COVID was beginning to make itself felt, construction levels were down by just under 6% compared to the previous month. In April, the monthly fall was 40%, the largest monthly fall since data began to be collected for the sector, although infrastructure and maintenance activities fared less badly than other construction activities. Following on from this is an obvious heightened risk to the sector supply chain. A 'second wave' of insolvency may follow on from the 'first wave' of the pandemic.
