The Department of Homeland Security faces several "cross-cutting" issues that negatively affect its management and mission, according to the Government Accountability Office. Testifying at a Feb. 13 hearing before the House Appropriations Homeland Security Subcommittee, GAO Comptroller General David Walker outlined five broad challenges that have hindered DHS's efforts to consolidate management and enhance its mission.
