Recruiting qualified on-property managers for its Brazilian portfolio can be vexing for Atlantica Hotels International, Sao Paulo, because of a lack of qualified managers. However, instead of trying to bring in expatriates, which it asserts is not an effective practice in Brazil, Atlantica has concentrated on . cultivating its workforce internally. "The average general managerfor Atlantica is a 29-year-old woman who started with us out of one of the local universities as an intern," says Atlantica CEO Paul Sistare. "As for expatriates, we tried that avenue once, but learning to speak Portuguese is not a substitute for truly understanding the culture. In addition, it is demotivating for our'bench of talent'to bring in an expat or even a manager from one of our competitors like Accor. I cannot honestly even rememberthelasttime we hired a managerfrom outside our company."
