Baltimore — In sharply different views of the bud-get situation, HUD Deputy Secretary Roy Bernardi told the National Association of Housing and Redevelopment Officials (NAHRO) that Section 8 voucher costs must be slowed or the funding of other major programs will suf-fer, while Sen. Paul S. Sarbanes (D-Md.), ranking mem-ber of the Senate Banking Committee, blamed the Administration's tax cuts for creating a funding crisis. Both spoke at NAHRO's annual conference here on October 12. Bernardi reviewed the Administration's initiatives to support homeownership and its plans to improve minority homeownership. Sarbanes criticized the Bush Administration for what he described as a lack of adequate funding for public housing capital and operating needs and for Section 8 vouchers, saying that housing authorities have been backed into a corner and handicapped in their mission of helping-low-income families. Bernardi reminded NAHRO members that the Administration's budget request of $17.3 billion in Section 8 contract funding would take up half of the HUD budget for fiscal 2005, which he said is a matter of great concern at the department.
