To explain the World Bank's strategy to increase its commitment to hydro project development, HRW interviews Alessandro Palmieri, lead dam specialist with the bank. Developers seeking World Bank funding will find easier access to information and resources as the bank re-emphasizes its belief that all hydro projects — no matter what size — constitute renewable energy. Oover the next five years, the World Bank Group is committed to increasing funding for renewable energy — including hydropower projects — and energy efficiency by an average of 20 percent a year. In February 2003, the World Bank developed a Water Resources Sector Strategy that commits the bank to re-engage with infrastructure projects. The goal is to increase infrastructure lending, which has declined significantly over the past decade.
