This review looks at some key tools for international online learning, knowledge management and networking. It highlights features that help define, reach and attract the appropriate target audience. Its focus is on using experience to draw some lessons for Africa, by looking at opportunities and challenges, by giving an overview of the potential audience, and by reviewing a selection of sixteen portals that are intended for or useful for educators and the education community. Finally it looks at the financing and support models for current portals and suggests some lessons.
