Information and communication technologies (ICT) allow ubiquity, mobility, and dissemination of data. This phenomenon overcomes time and space limitations. Access and use of information is possible whenever and wherever. The widespread use of ICT namely, Internet, Web 2.0 and mobile technologies provide this opportunity is bringing about some changes. Already more than 10 years ago, when the use of Internet was not as spread as today, Bimber could conclude that this technology was changing civic activities: "The implication is that the mix of voices reaching government offices from citizens may change in measurable and noticeable ways as Internet use grows from half of the population toward three quarters or more.
