Yoshio Utsumi: Dedicated to Telecommunications Development and Inspiration for Two Successful World Summits on the Information Society (WSIS.)
Beginning his career in the Ministry of Posts and Telecommunications, Japan, Utsumi led initiatives for Japan's first reform of telecommunications markets by introducing competition and liberalization policy. He also played a very active role in many telecommunications negotiations, in particular those leading to the historic WTO agreement on basic telecommunications. During two terms as Secretary General of the International Telecommunication Union (ITU), beginning inrn1998, he led the organization of the two phases of the World Summit on the Information Society, resulting in the Geneva Declaration of Principles, the Geneva Action Plan, the Tunis Commitment and Tunis Agenda for the Information Society. Together these declarations provide a common understanding and vision on the way to shape the emerging information society so that it became inclusive, people-centered and equitable. In 1998 he was appointed President of the Japan Telecommunications Engineering and Consulting Service (JTEC) which is Japan's sole international cooperation agency in the field of telecommunications. Using advanced ICT and telecommunications and broadcasting technologies, JTEC dispatches its research team to developing countries to survey their telecommunications and broadcasting situation. Through development projects, JTEC helps to modernize national infrastructure and contribute to upgrading the living standards of developing countries.
