摘要

It is rightly said that there is nothing permanent except change. Change in governance will happen despite and in-spite of Government. The culture does not change because we desire to change it. Culture changes when the organization is transformed, the culture reflects the realities of people working together every day. To bring about change in Government, it is necessary to change mindsets of Government employees. E-Governance is only one tool to achieve it but this is not an end in itself. The real change in Governance involves putting into operating the concept: of the people, by the people and for the people. Governments that improve service delivery are usuallyrnconsidered to involve less illicit practices. A Government which promises services via One-Stop-Shop (integrated service delivery)is premised on ensuring con-venience,efficiency, transparency and reliability.
