A conference on the expansion of the ICAO Universal Safety Oversight Audit Programme (USOAP) was held in Singapore from 5 to 7 April 2004. The event, which attracted 110 aviation safety experts from 30 countries, was organized by the Singapore Aviation Academy. The three-day conference featured a panel of 16 experts, including a number of officials from ICAO, the Government of Singapore and the International Air Transport Association (IATA). Participants were updated on the latest developments in safety oversight audits, specifically new audit requirements pertaining to the fields of air traffic management (ATM), aerodromes and accident and incident investigation. They were also updated on the proposed new systems approach to safety audits, with first-hand insights into the rationale behind the new requirements provided by the ICAO officials who were responsible for their development.
