摘要

The origin for an innovative programme to improve aviation safety in the Asia/Pacific region can be traced to 1994, when a conference of the region's directors general of civil aviation (DGCAs) highlighted the need for greater attention to safety. This was soon followed up by a regional seminar on aviation safety which recognized the need to pursue regional cooperative arrangements as a means of improving flight safety. ICAO consequently developed a model project entitled "cooperative development of operational safety and continuing airworthiness programme," a name better known by its abbreviation, COSCAP.
