摘要

This paper describes a new Northern States Power Company SCADA-AGC system and the effects of being forced, by time and economic constraints to purchase highly standardized vendor hardware and software. Using the approach that no changes would be made to the vendor's standard system unless abslutely essential to Northern States Power Company's operation, a 250-station SCADA-AGC system was delivered 14 months after contract signing. The use of standard systems requires a careful study of tradeoffs between company standards and cost and time savings. The use of existing hardware and the manner in which it will affect the vendor's standard products must be carefully considered. It is important that the customer and the vendor share a mutual understanding of project definition and scope. The vendor must keep in mind what the customers goals are and the customer must realize the impact of changes on the vendors standard system. These restrictions require a strong sense of timing and cooperation on the part of both the customer and the vendor project team members. The effects of standard systems on project definition, development, implementation and use will be discussed.
