Formulating design guidelines from research results cannpotentially offer two advantages: available empirical knowledge isndistilled into a readily accessible form, and practitioners can judgenthe authority of those guidelines for themselves, but a case historyndemonstrates that challenges confront the developer of research-basednguidelines for Web site design, First, few studies of people using thenWeb have yet been conducted. Second, when the process of guidelinendevelopment is not systematic and designed to control bias andnsubjectivity, the resulting guidelines can be compromised. This paperndescribes the issues and problems that one guideline developernencountered and suggests a guideline development process that mightnresolve them
