It's a tired IFR truism that legal, IFR currency doesn't imply even minimum safety, let alone true proficiency. Less commonly thought about is that proficiency does not imply legality. A pilot who regularly flies in the system and shoots an approach prior to every landing is likely safe, probably competent and possibly proficient, but still might not be legal.rnOperations under Part 91 are largely self-regulated, so infractions of legality are usually uncovered only after something has gone awry. If there is someone left to punish, the punishment meted is often disproportionate to the infraction.rnSince any of us can have an unlucky day and all of us want to live to fly again, the goal should be all three: legal, proficient and safe.
