If the skies were filled with nothing but Cessna Skyhawks, all approach speeds would match and IFR life would be fair. But, as my ATC radar instructor told me years ago, "Life ain't fair, someone's gonna be first, and someone's gonna complain. Get used to it and screw the whiners." Since guys like Burt Rutan make airplanes go faster than nature should allow, controllers are left to blend this unholy mix of jets, turbo-props, and pistons into safe, orderly, and expeditious departure, en route, and arrival flows using radar vectors and speed control.
