If the appellant has correctly alleged an infringement of substantive law, the appeal court must review the entirety of the substantive decision of the previous instance for legal errors as part of the subject matter submitted for review in the appeal. In this, unlike with alleged procedural irregularities, it is not bound by the grounds for the appeal asserted.
