When I teach about legislation in my legal research classes, one of the things I emphasize is the challenge of finding specific legislation about specific topics. The acts passed by Congress can be simple, consisting of a few paragraphs on a single topic. In other cases, they can be huge and complex, consisting of hundreds to thousands of pages covering a variety of completely unrelated issues. This often happens toward the end of a congressional term as members of Congress insert subject-specific legislation into broader omnibus or appropriations acts. Ferreting out the information that a researcher needs from these complex acts can be a nightmare.
