Knowledge should know no physical borders, so it seems rational-especially in the digital age-that serious research should not be hampered by the quirks of national copyright laws. Nevertheless, library bodies and the European Union (EU) have found it difficult to agree on the best route to this research nirvana. At the heart of this issue is the vexing question of copyright exceptions for libraries. This was on the agenda at the meeting of the Standing Committee on Copyright and Related Rights (SCCRR), a World Intellectual Property Organization (WIPO) body, which was scheduled for the end of June. The last SCCRR meeting in May broke down after EU representatives said the issue of copyright exceptions in Europe was best dealt with at a national level. Copyright exceptions relate primarily to the text and data mining of digital information by researchers, which is very much a cross-border activity.
