The open access (OA) movement has all the makings of a good opera. The drama heightens, and it looks as though the plot is about to turn into a happy ending, but then some politician comes around and dampens the mood. Interested parties around the world have been waiting with baited breath to see whether the U.S. Congress would give the OA world what it was hoping for: an OA mandate for the National Institutes of Health (NIH). After the appropriations bill emerged from the joint House-Senate Committee last spring, it seemed as though OA was on the way to achieving a depository requirement for all NIH-funded research, which has been discussed for years.
