A boom in wind power projects and state renewable portfolio standards, not incentive rates, have been the triggers behind proposals for major high-voltage transmission projects, the president of a merchant generator said last week.rnWhen Congress passed the Energy Policy Act in 2005, Trudy Harper, president of Tenaska Power Services, thought the promise of incentive rate treatment would cause a big increase in high-voltage transmission line proposals. But now she realizes "the watershed is coming in the most interesting way," from a need to integrate wind, she told a Washington conference hosted by Quanta Services.
