House Armed Services Committee Chairman Adam Smith (D-WA) said today he doesn't think the Defense Department should receive industrial base stimulus money in an upcoming COVID-19 rescue package, but the DOD acquisition chief says the department is planning to ask for billions. Smith, who spoke to reporters today via teleconference, said DOD already has enough money in its fiscal year 2020 budget that can be redirected to assist defense contractors and suppliers experiencing economic challenges related to COVID-19. "I have not seen an argument that makes sense to me that we should pump more money into defense to manufacture things," he said. "We're going to have to spend a lot of money on this. Good news — we have a lot of money. The defense bill last year was $738 billion, plus we had a few odd billion for emergency construction in light of hurricanes. I'm not saying that there aren't needs within the Department of Defense to spend money. There absolutely are. I'm saying that the Department of Defense has a lot of money and they ought to spend that money to meet those needs." Smith said he does support new funding for DOD efforts to increase production of medical supplies to respond to COVID-19, especially for testing.
