According to a new Government Accountability Office report, the Pentagon says it's on pace to reduce civilian personnel costs by a required percentage, but will not meet the same requirement for contracted services costs. The issue stems from a Fiscal Year 2013 National Defense Authorization Act provision that required the defense secretary to "develop and implement a plan to achieve savings in the total funding for civilian and contractor workforces that are not less, as a percentage, than savings in funding for basic military personnel pay resulting from reductions in military end strengths from fiscal years 2012 through 2017," the Oct. 12 report states.
