The Pentagon is preparing to receive long-awaited recommendations on technical data rights reform from a congressionally mandated advisory group. First mandated by Section 813 of the Fiscal Year 2016 National Defense Authorization Act, the group, sometimes dubbed the "813 panel," met for the final time in April and is crafting a report for the Pentagon that is expected before Jan. 1, according to Lt. Col. Mike Andrews, a Defense Department spokesman.
