Alberta: where men are men and a woman now runs the show. In early May, Rachel Notley became the oil-rich western Canadian province's second female premier when her liberal-leaning Alberta New Democratic Party ended 80 years of center-right rule. After this surprise victory, Notley, 51, sought to reassure oil companies wondering what she has in store for them amid a global price slump. The NDP has talked about hiking the world's lowest royalty rates for petroleum producers, but the timing isn't great. "It's tougher to do a lot on royalties when oil prices are so low," says Allan Tup-per, a political science professor at the University of British Columbia in Vancouver.
