The economy has slowed for four straight quarters, and the International Monetary Fund is projecting only a modest rebound, to a 3 percent rate in 2014 from 1.5 percent in 2013, but looser credit would make things worse, contends Yudaeva, 43, the central bank's freshly minted deputy governor in charge of monetary policy.
